Job Description
SUPERVISOR: EXECUTIVE DIRECTOR

SUMMARY:
This position works closely with the Executive Director and other NCWWDB staff to ensure the success
of the federal Workforce Innovation & Opportunities Act (WIOA) and other special projects for the
NCWWDB. Strategic responsibilities include the development of innovative service designs that expand
resources and improve workforce development outcomes. Programmatic responsibilities include the
management of employment and training programs and subcontractors, oversight of the job center
functions, and coordination of special projects, as assigned.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
1. WIOA Functions:
• Manage all WIOA Title I programs, including staying abreast of WIOA regulations
and policies
• Oversee the procurement of sub-contractors, including monitoring the contracts
and its program requirements
• Ensure that subcontractors meet local, state, and federal performance standards, as
well as adhere to program policies and procedures
• Analyze program tracking and reporting systems
• Develop training strategies with technical colleges and other training partners which
maximize resources and address unique needs of both job seekers and employers
• Oversee the functions of the job centers, ensuring satisfactory delivery of services in
the region
• Organize multiple partner meetings to ensure quality services and to enhance
“matching” opportunities between employers and job seekers
• Facilitate annual job center agreements, including the budget negotiation process
2. Organizational Functions:
• Assist the Executive Director in guiding and implementing the decisions of the Board
of Directors and Local Elected Officials
• Identify and develop new policies necessary to comply with funding mandates or
increase effectiveness of programs
• Assume shared responsibility for development and submission of NCWWDB Local
Plans and actively contribute to organizational strategic planning initiatives
• Build organizational capacity to deliver services by identifying gaps and providing
technical assistance to sub-contractors
• Assist in the development of state, federal or philanthropic grant applications as
identified by the Executive Director

QUALIFICATION REQUIREMENTS:

Education and/or Experience:
• B.A./B.S. degree in related field
• Minimum of five years of related work experience
Language Skills:
• Effective communication skills, both written and oral
• Ability to communicate thoughts and ideas in a clear and concise manner
Mathematical Skills:
• Experience in general aspects of financial management
Analytical Skills:
• Ability to conceptualize, organize, evaluate, and analyze
Other Skills and Abilities:
• Proven ability to execute multiple projects
• Effective interpersonal skills, specifically working in multiple team environments
• Competency in word processing and spreadsheet software
• Leadership qualities
• Ability to travel throughout the nine-county area.
